Go to http://www.openoffice.org/issues/query.cgi? for a starting
screen. You will need to login to register a new bug. It's important
(though not always easy) to check that the bug has not already been
reported. There's plenty of advice on that in the links.
No doubt some of the more experienced QA's will have more to add...
