[qa-dev] How to test #54847 tabbed browsing UI?

How do you use the new tabbed browsing interface?  Is this a full 
implementation?  I tried installing the .uno.pkg from Sourceforge into 
OOE680_m2, but it gave an error "rejecting types due to incompatability."
