The "Responsible" field contains the name of the user who is responsible for QA of that build. For example, if the build is marked "IN QA", the "responsible" is the user who will mark it as "APPROVED" or "REJECTED" once tests are finished. You can specify any QATrack user who has sufficient rights on that build (i.e., registered users for that language or system administrators). So if you need to add a new name you basically need to have a new QATrack user created according to the usual procedure (i.e., e-mail this list with your request).
