Nobody is in charge of it :-)
N-L QA community can provide such localized odt/ods/odi for opening test
as well as test case itself.
Sample documents can be put in any public web server and can be
linked from test cases with normal http URL.
If there is no appropriate web server for that, sample document can be
stored on TCM web server by TCM system admin (Karl Hong).
In that case, please let this list know that. (We do not have
sample file upload interface in TCM for now.)

We may test opening sxw, but odt should be in release sanity scenario.
