Hi!
In short:
The background colour control is indeed the same as in the Writer main
tool bar. So the tip and extended tip tell only about "paragraph
background".
When the cursor is in a cell, the paragraph background will be changed.
Only when one or more table cells are selected, the cell background
colour will be changed. This is not documented.
This functionality is quite old, meaning "before the days we decided to
specify and document everything we do in the office".
