I checked it (2.3.1), and can confirm exactly what you noticed. The Help (I did a search for "contour") says: "Adapts the text flow so that it match the contours of the selected drawing object." But, choosing this option with a picture, makes the text invisible (I guess it is behind the picture, I can still select it). And when a drawing object is selected, the option is not available... So in both ways it is a bug.
