This seems to be more a file-association issue which you can work it out
by setting a folder option from Internet Explorer.
drop down choices only include RTF Rich Text Format/ Text Document/
Text Document - MS-DOS format/ Unicode Text Document. I need to be able

This is strange since we don't support MS-DOS format (ever) i think your
issue was more on the lines of your document be corrupted so it can't open
the file.
So try this, go to Tools > Options > General > Save where you will see
the formats. Here is a help for each of the options
