Since adding the new version is a manual and cumbersome process. There's only a small number of people who have Administrator role in IZ, and thus can do this. And one of them needs to find time and opportunity to add the new version to IZ after it has been released for download, which from time to time takes a while. If you refer to DEV300m30 in particular, then let me tell you that this version exists meanwhile.
