I had a first look at this issue - please have a look into my issue comment.
Short summary:
- The issue already occurs in OOo 2.0
- The specific case here is that table cells which show the defective
behaviour have a certain number format set.
- Reproducible from scratch
My personal opinion about this defect:
In my point of view it is a little bit strange that the user sets a
certain number format at a table cell, in this case "Number: -1.234,12",
and then paste a number as unformatted text into such a table cell.

With number recognition disabled, numbers pasted with "Paste Special" in
a Writer table are lost on save and turned into "0,00" when you reopen.
It's data loss but not a regression, since it happens in 3.1.1. Though,
I wonder if it only happens in very specific cases or if the issue h as
a broad scope and is worth investigating now.
