another reason is for sure also to save some MB of space. However, I
cannot say if it's better to put the de_DE dict into the full install
instead of using the langpack.

The only reason is that it looked like the best choice. If we had
reasons to believe that writing in German is very popular amongst the
users of the en-US version, that could be changed easily.
