a subscription is not needed to get to the downloads. Just browse to one
of these webpages and you will get all PPC releases:

OOo is using Aqua since a few releases. So, IMHO it is no longer needed
to do any development for porting this platform as it is done already
and it's now treated like other platforms, too. The webpage you've
mentioned seems to be a bit outdated and should be reworked.
