We will do the 4%, maybe more, but it's a very unfortunate situation not to
be able to offer ANY full builds to our community, especially for Windows.

I wonder what the reasoning for this is? "Small" languages like Kurdish
don't take away too much bandwiths, because we don't have millions of users.
(If bandwith is a problem, I'll be glad to host the builds).
It's not about big or small languages. And bandwith is also not the
problem as we have a very good mirror network all over the world.
However, we cannot do all kind of builds for all languages. This would
take very long and the needed space on the mirror would be gigantic. No
mirror admin would grant grant us this. For example: The 3.2.1 RC2 needs
about 80 GB. Here we have 41 languages with full builds and 68 with
lagnguage packs. This is spread over 8 platforms.
An example if we would do everything: For the 3.3 Beta Release we have
~100 registered languages and 8 supported platforms. An average full
build is ~170 MB and langpack ~21 MB. Please calculate for youself for
the result. ;-)
So, I hope you can see that - with the current Release Candidates - it
is already a massiv matrix that we have to manage and that we had to
make some descisions in the past to limit this matrix to an amount that
makes sense.
It can't be the build capacity either, since you do localized builds for the
beta.
It is a question of capacity. For the beta we have done a full build for
en-US only. All the other languages got langpacks which are not that
expensive about mirror space.
So the only explanation can be some "quality standard" below that you don't
want to release. I can understand that. But it would really make it easier
for us to promote OpenOffice.org in the Kurdish community as a great
alternative to Microsoft Office if we had a full installation set.
The thing is that we have defined a standard of 80% translation. The
most important part is of course the UI. If this minimum is not reached
even langpacks doesn't make sense when the user has to search for
his/her language in menues, dialogs etc.
But please take also the Help into account. Not everybody is able to
understand the English language, want to deal with it or can imaging the
sense of the complete sentences in the Help when he/she understand only
the half. So, to help here the Help topics should be translated also at
least for 80% to get full builds.
Please don't take this as limitation for your language. It's not, it's
valid for every language.
