Theoretically it could be done. But for practical reasons it can't.
The main reasons is that probably that internal each language has a
numerical ID which happens to be the same as in MS Word (for the
languages MS knows). If we were to introduce new IDs they can not
properly be exported the same way and at import one would need to set a
default (old or new spelling) which of course is not always right.
Also it would break round-trip.

I'm quite confident that there is no word processor that even tries to
handle this problem.

Sure it is a horrible work-around but at least it works for those that
really have need for this.
