Hi Carl, I have made up an initial DOAP file and attached it to https://issues.apache.org/jira/browse/QPID-1607 for review.
I wasn't sure where the best place to host it would be (im not sure how the wiki export works...e.g. is /site cleared out upon every export?) so I just put the file up instead of a diff. Ultimately it doesn't matter where it goes though so long as it can be linked to from the p.a.o pages.
