This alerting test has a number of problems the main ones that are causing the
test to pass with incorrectly are:
1) It does not correctly set the new configuration value.
2) The previous tests do not consume the published messages so that the data
carries forward to the next test
The test needs to validate that the broker is in the right state.
- message count
- alerting levels (where possible)
- log file contains expected values.
- alerting occurs when expected.
- unconsumed messages do not affect subsequent tests.
