Move SASL Wrapper out of the cpp directory

After checking in the sasl wrapper used to support the Python client, there
were several suggestions that such a module should be separated from the
messaging components because it is not specific to Qpid in any way.
The sasl wrapper will be moved to qpid/extras/sasl (from cpp/bindings/sasl).
The new, top-level, "extras" directory is for non-qpid-specific things built
for qpid.
