Java Client sends 0-9 frames on 0-91 connection

Noticed when running the FailoverBeforeConsumingRecoverTest and RecoverTest 
against external Java Broker when 0-10 is excluded from the Java Broker. Client 
and broker happily negotiate 0-91 but on recover a 0-9 frame is sent.
