qpidd does not replicate management agent lists, causes brokers to exit.

The broker's ManagementAgent keeps a list of agents connected to the broker.
This list is not replicated to new members joining a cluster. This causes
inconsistencies in messages to clients suscribed for management events which
causes brokers to exit the cluster.
