Windows install doesn't include qpidxarm.dll or broker plugins

The WCF component has an associated XA Resource Manager DLL (qpidxarm) that's
buld in the C++ client component. The resulting qpidxarm.dll isn't staged for
the installer kit.
Also, the broker's plugins (notably the SQL persistence plugin, but others as
well) are also not included in the installer even though they are staged
correctly.
