C++ client code on Windows hangs at program shutdown. It appears that this
started with svn r934503 (related to QPID-2511).
Symptom is that at program end, the IOThread is hung waiting for there to be 0
connections but that never happens. The sockets are open. All the python-based
tests are ok, but the C++ ones hang.
