Fix For: 0.7
The message stores, particularly the Derby store, should not throw
RuntimeExceptions, but AMQExceptions with error code 541. This should be
encapsulated in an exception class like AMQSecurityException, that sets the
code to AMQConstant#INTERNAL_ERROR.
