At the time this JIRA was raised the Confluence instllation had just been
upgraded without notice for security reason and had somewhat broken the export
which formed the old website. It always did have links to the JIRA system, the
breakage simply meant the navigation area wasnt showing up correctly. The new
site is now in place and the JIRA issue reporting link is once again visible.
