Python 3.12 removes {{cgi.escape()}} which is used by the python tests to
output Junit compatible failure information.
The use can be simply replaced with {{{}html.escape(){}}}.
[Thanks to [~jdanek] for finding this issue before we had a failure actually
trigger it!]
