Description: The official EOL of Jetty 10 and Jetty 11 is January 1st 2025
([link|https://github.com/jetty/jetty.project/issues/10485]). Broker-J needs to
be updated to the Jetty 12. Due to the Jetty 12 API changes some refactoring
may be required. Also Jetty 12 requires java 17 (updating broker build process
to java 17 will be handled in a separate JIRA QPID-8687). (was: The official
