Description: Currently broker-core module and broker-plugins/query-engine
module use different javacc plugins to generate grammar parsers. The logic
should be unified, the org.codehaus.mojo:javacc-maven-plugin plugin will be
used for both modules (com.helger.maven:ph-javacc-maven-plugin will be
