Hi folks,

I think it is past time that we archived/retired some older components
that are no longer being released / maintained, to make their status
clearer, and allow tidying up the website accordingly. For the
repositories this would be marking them archived/read-only like many
other examples (e.g
https://github.com/orgs/apache/repositories?q=archived%3Atrue) from
other projects.

I have proceeded straight to vote on this rather than a pre-discussion
and I am holding a combined vote, since I think the status for each of
these is already well established by example and circumstance, though
I have elaborated on the thinking below regardless should anyone need
some detail.

I propose that we archive/retire the components:

qpid-cpp: https://github.com/apache/qpid-cpp/
qpid-python: https://github.com/apache/qpid-python/
qpid-dispatch: https://github.com/apache/qpid-dispatch/
qpid-jms-amqp-0-x: https://github.com/apache/qpid-jms-amqp-0-x/

Reasoning:

qpid-cpp has not been released since October 2018. There have been
some commits since but none released, and it hasnt been truly active
for several years. It no longer compiles on modern systems, and relies
on qpid-python for tools, itself no longer released and only available
for Python 2.x. Though some work did start on modernizing both of
those a few years ago, that was one person and has stalled since.
There have been no commits in 3 years. The CI doenst work.

qpid-python has not been released since November 2017. It supports
AMQP 0-x versions, whilst the focus has been on AMQP 1.0 for over a
decade, and Python related development has been mainly around
qpid-proton for a similar timeframe. It was only released for Python
2.x. Some work was done a few years ago to update it for 3 but that
also stalled a few years ago with the last commit.

qpid-dispatch has not been released since March 2022, with even that
somewhat a last-hurrah since the key developers had already announced
they would all be refocusing their efforts on another project and so
development of Dispatch would subsequently slow without other drivers.
There has been no active development drive in the years since, with a
small number of commits but none released, and many of those just
related to fixing CI/build issues on newer systems in recent years.
Those have also ceased, with no commits in 15 months and the CI hasnt
worked for a similar timeframe.

qpid-jms-amqp-0-x has not been released since May 2020. There have
been no commits in 6 years. The CI doesnt work. The main focus has
been on the AMQP 1.0 JMS client for over a decade.
