Fix For: qpid-java-broker-10.1.1
Currently in qpid-broker-plugins\amqp-1-0-protocol classes UnsignedByte,
UnsignedInteger, UnsignedLong and UnsignedShort use older APIs for numeric
comparison. They should be refactored to use the java 8+ APIs.
