Should the 0.8 client distributions include qpid-config, qpid-tool, etc?
Currently, you only get them if you install the complete distribution,
but Programming in Apache Qpid assumes they are available. For instance,
the Addresses chapter uses qpid-config extensively:
$ qpid-config add queue hello-world
$ ./spout hello-world
$ ./drain hello-world
If they are not provided in the client distributions, you can't follow
these instructions without finding and installing qpid-config.
