Thanks for raising this question. The workflow is a matter for us to work
out as we get more experience, but we certainly need some way to start.
Here's a provisional workflow that we can use for the 0.10 QIP trial.
17 January - Deadline for submitting draft QIPs to the Qpid dev list
26 January - After discussion on the list, vote to approve, reject,
or defer the submitted QIPs for the 0.10 release
All is subject to change as we learn more.

I can't really tell what to do first if I want to submit a proposal, when
QIPS become visible on the web site, or how decisions are made along the way.
