By default any queue with a limit set will generate threshold events at 80% of
that limit. This is designed to be simple for out-of-the-box use, but is not
always desirable (and is a change in behaviour) and so would be nice to be able
to turn off.
The proposal is to add a broker level option to control the ratio used for
determining an alert threshold from a queue limit. If set to 0 this would
disable threshold events by default.
