    Resolution: Not A Problem

This is in fact correct behaviour; the flag is never set in response to 
start(), only to startOk(). In addition, the flag is only present for backwards 
compatibility, the authoritative check for the presence of a federated link is 
checking that federationPeerTag is not empty. This excludes the empty string "" 
as a valid federation tag.
