Apparently this is just the actual link creation that doesn't include the right
authentication information. I added a line to the ACL file like this:
acl allow all create link
And added tighter restrictions on the federation user and it looks like it is
working correctly, the messages are able to be published to the right exchange
using the other ACLs I created, and I also notice in the log just AFTER the
link is created: "info 66.135.39.60:5672-67.199.170.100:61532 SASL:
Authentication succeeded for: federation@QPID"
