Add a broker configuration option for overriding the broker's federation tag.
If the option is not supplied, the tag is set as a UUID (no change in broker
behavior from before this update).
The benefit of this feature is that message traces in multi-broker networks are
more readable:
{..., x-qpid.trace:C9,C7,X11,A1}, ...
