The QPID-3690 introduced a code change enabling each route between two
federated brokers to have its own connection (link). This configuration is now
only achievable directly via the QMF management interface, whereas qpid-route
tool creates a link if (and only if) two brokers are not already linked.
The user tools should provide the way to configure a number of connections
between two brokers, and then manually assign bridges to them.
