This has been in the cpp tree since way back. It was at one time important for supporting older versions of RHEL and RHEL-alikes. But the world has moved on. Any objection to my removing it?
It's worth noting that the added support was always done via a hacky manual patching step (not part of configure or make), so you'd definitely know if you've been relying on this.
