No - this JIRA was meant to track the "exclusive consumer" policy for message
groups. This policy has not been implemented to date. Honestly, there hasn't
been any request for it.
The other policy - parallel consumption across multiple consumers (see
https://issues.apache.org/jira/browse/QPID-3346) - which was the first phase
for message group support, did ship way back in 0.14.
