Following on from QPID-4973, further modify the DurableConfigurationStore such
that recovery is capable of handling object types other than
Exchange/Queue/Binding. This requires recovery to be in two steps - a load and
then a resolution phase, where resolution is the process by which dependencies
between the stored configured objects are resolved.
