Because Dispatch provides anonymous relay capability (i.e. the node with a NULL
name relays messages based on their address), it should list this capability in
the container's offered-capabilities.
Note that ANONYMOUS-RELAY is from the draft Addressing specification.
Advertising this capability allows connected endpoints to take advantage of the
efficiency of using a single outbound link for all outbound messages. This is
particularly helpful for a server that would otherwise need to create a new
link for each distinct reply-to that it sees.
