This feature doesn't need a new ACL action ACT_SHUTDOWN. It can be covered with
'access method name=qmfShutdown' to achieve the same effect.
This method should be controlled using the same logic applied to 'create link'.
That is the ACL is tested only if user-specified rules are in effect. See the
