    Description: 
The refactor associated with QPID-6407 introduced a defect in the handling of 
the designated primary checkbox.  If you edit the BDB VHN when the group 
contains more than two nodes, a defect in the javascript causes the designated 
primary flag to become true.  If you edit many such nodes in the group, the 
presence of many nodes with designated primary true can cause JE to throw a 
validation exception.

The user cannot correct the issue through the Web UI, but can correct the 
setting either using REST, JMX, and stopping the Broker and editing the 
underlying config.json.
