Making some improvements to the discovery code and add some more tests.
* Adds a new file based agent that can watch a file for broker URIs.
* Allows for multiple agents in one discovery provider.
* Allows for pooling the update thread used by the agents.
* Improves the URI handling and configuration processing from the URIs.
