Description: Partial port of QPID-6938 to add the ability to disable TLS
protocols from context variables. This future proofs the v6 Java Broker in
case a future vulnerability deems a TLS protocol unsafe for use. Unlike the
change made in trunk, this won't disable TLS v1.0 by default. (was: Partial
