Fix For: qpid-java-6.0.3, qpid-java-6.1
currently for all configured objects we transfer the complete inherited context.
We should only send the values that have been set on the object.
Of course, there must remain a way to get the inherited context as well.
For compatibility we transmit effective values but in the future (v7?) we want
to send actual values.
