I changed this to a documentation bug: the router is behaving fine, the tools 
are only failing under certain conditions - which we need to figure out. I 
think we do need to document this, I will try to figure out what it is about my 
setup that is causing the problem.

The error reporting is still a problem. I fixed BlockingConnection in 
PROTON-1231 so eventually dispatch will inherit that. We could work around it 
in dispatch meantime but it isn't as easy as I'd like - all the tools have a 
common main() with common exception handling, but by the time you get there you 
don't have access to the transport information.
