proton-j looks to be inconsistent on this. If you locally detach a link its
local state remains unchanged (so, ACTIVE), but when a detach frame arrives for
a remotely trigged detach the remote state is changed to CLOSED. A DETACHED
state might be nice, but would be a breaking change for many peoples usage (its
also an Enum, so further breakage likely). I dont think there is a way to
re-attach a given link object, only starting fresh one a new one.
