QPIDIT-62: Add AMQP.Net Lite shim - hook up new shim
This commit is a squashed commit of branch private-crolke-lite-client-dev
* Add cmake to build the shim
** Detect mono; enforce mono minimum version
** Require AMQPNETLITE_LIB_DIR environment variable to locate Lite DLL
* Configure csproj files to adjust to cmake build variables
* Fix Array vs ArrayList bug in Lite Receiver so tests start
As is this client running against itself scores:
Ran 23 tests in 35.454s
FAILED (failures=7, skipped=5)
