Fix For: 0.21.0
When a consumer close is initiated but the consumer is active in an ongoing
transaction the close is deferred until the next commit or rollback is
performed however the consumer resource is not stopped or drained of credit and
so it continues to dispatch messages and gather prefetch until the next commit
or rollback is performed.
