Description: On detaching of broker sending link endpoint, the Modified
outcome with "delivery-failed" set to true is applied to all unsettled messages
regardless their current delivery state. That results in increment of a
delivery count for the messages not being seen by the client application. The
latter might result in "dead lettering" or deleting the messages with delivery
count above queue maximum delivery threshold. (was: On detaching of broker
