Resolution: Won't Fix
This is part of the reactor code, which we are replacing with the new
proactor-based IO. It is suitably (if imperfectly, I'm sure) documented.

That being the case, when this bug was raised, the return type of
pn_selectable_get_deadline(), pn_timestamp_t, was not documented. It is now.
