If you confirm that both of my statements are true, then even for the dynamic addressing, we can avoid the problem by making sure addresses are created and configured before any consumers are attached. Another solution I can see is to have an option which explicitly says this router will only use brokers for persistence. So the option would simply prohibit the creation of local addresses. In that case any consumer/producer trying to connect will receive an error ("amqp:not-found" for example).
